I just need some clarification on how we add guys that have ML expeience but are in the minors. Alex Liddi is the current example. I know there some AB/IP limits, but can't find the application. He has 144 ABs , so maybe that effects his status.
When can we simply add a guy like this to our roster and when must we bid them?

If he has no mlb time, he has to be bid upon, otherwise he is free to add.
