He can, the $2 rule only applies from the $10-$19 range. Someone misstated that rule earlier.

well the rules state that its $3 minimum from 10-19

"For all bets from $10-$19, your minimum increase rate is three (3), thus you can increase another team's bid by 3 at the minimum (IE from $12 to $15)"

That is correct, I misstated the amount, but from $1-$9 you are allowed to bid $1. If the bidding crosses two zones, then you use the prior zone for the bid amount. If someone else wanted to bid it would be $13 on top of Bobby's $10.
